PODGORICA (Reuters) - Montenegro's ruling party leader Milo Djukanovic claimed victory in a parliamentary election on Sunday, extending his DPS party's 23-year old rule in the ex-Yugoslav republic as it starts European Union accession talks.
The new government faces a stagnant economy and rising unemployment and will have to work hard to strengthen the rule of law and fight corruption, as required by Brussels.
"As of tomorrow, we will start work on the creation of a government that will continue to lead Montenegro on its path to European... integration and work on improving the living standards of every Montenegrin citizen," Djukanovic told hundreds of cheering supporters in his party's headquarters.
He stopped short of saying it would take the prime minister's post.
An unofficial vote count by CEMI, a non-government election monitoring group, gave 50-year-old Djukanovic's Democratic Party of Socialists 45.6 percent with 94 percent of the votes counted.
That gives them 39 seats in the 81-seat parliament, which will force the DPS to turn to deputies for ethnic minorities to secure a majority. Official results will be released later in the week.
Democratic Front, the main opposition bloc, was a distant second with 23.8 percent. Its leader Miodrag Lekic tried to portray the result as disappointment for ruling party.
"The regime which has led Montenegro so far does not have enough seats to form the government alone," Lekic told a news conference. "This is the beginning of the end for the DPS."
The DPS, as well as its lanky, towering leader, remains popular despite economic troubles and persistent complaints about corruption for having championed independence from Serbia six years ago.
"Montenegro's ruling coalition is probably the only one that has managed to preserve the confidence of voters in such difficult times," Djukanovic said.
Hundreds of his supporters poured into the streets of Podgorica to celebrate, sounding car horns and waving the red national flags. Many chanted "Victory is ours" and "Milo, Milo".
The election was held some six months ahead of schedule, as the ruling coalition sought a fresh mandate during negotiations on Montenegro's eventual accession to the EU.
The DPS has made EU and NATO membership a strategic goal. After Croatia, due to join the EU next July, Montenegro is the only Balkan country that could become a member in this decade, as Serbia, Macedonia, Albania and Bosnia are way behind.
DISMISSED CORRUPTION CHARGES
Djukanovic, as either premier or president, has been the dominant political figure in the nation of 680,000 since communist Yugoslavia collapsed 20 years ago. He resigned two years ago to give way to his hand-picked successor, Igor Luksic, but remained at the helm of the party.
Italian prosecutors once accused him of involvement in massive cigarette smuggling during Yugoslavia's international isolation in the 1990s, but he was cleared of all charges and has persistently denied all such accusations by the local media and the opposition.
Vasilije Kostic, a Podgorica-based economist, said the outgoing government's mandate "has been marked by fiscal consolidation, declining growth and a struggle for the preservation of the economy".
"The next government will have to cope with the debt growth, weak recovery of the economic activity, unemployment (currently at 20 percent) and corruption," he said.
Montenegro's economy flourished after Djukanovic led it away from Serbia thanks to booming tourism and foreign investment on the scenic Adriatic coast.
But this year, Montenegro has been weighed down by the debts of its state-owned aluminum plant as well as the euro zone crisis, and the economy is forecast to grow by only 0.5 percent.
Per capita output is 5,200 euros ($6,700), barely one-fifth of the EU average, but the economy was not a big feature in the campaign.

Leaders of the three opposition parties were meeting early Monday to hash over the broad outlines of an agreement that could possibly lead to a new government coalition.
However, only half the seats in the 141-member Parliament are determined by party lists, while the other half consists of single-mandates, many of which will require a run-off ballot in two weeks. Only then will a clear picture of who could form the next government emerge.

With the latest edition of the ASP World Tour close to its tail-end, the surfers were well aware of just how important it was to collect a good result to keep the hope of getting their hands on the coveted ASP World Title.
Muniz had not been in the best of forms since the start of the season, making it to the quarter-finals only once in the last 8 months.
However, that was hardly the sort of form that he showed during the second heat of Round 1, which pitted him against Burrow and Andre.
As the battle got underway, Muniz wasted absolutely no way to get down to business and looked his first business-wave to post a 6.50 on the score-board.
After searching for another decent score over the next few minutes, the Brazilian surfer eventually managed to add a 7.83 on the score-board, taking him to a heat-total of 14.33 points.
Burrow, current No.5 on the ASP World Championship Tour rankings, struggled to find an adequate response. Collecting a couple of scores in the five-point range, the Australian surfer finished with a heat-total of 11.36 points.
Andre did not look in a very confident form during the heat. Struggling to adapt to the conditions, the Brazilian talent only managed to earn a 1.33 and 5.40 off his best-two waves, thus finishing with a heat-total of 6.73 points.
Burrow and Andre were going to have to surf again to earn their place in the third round.

With all these advantages in mind, the bottom line is that postcards can be far more efficient when it comes to dollars spent on a campaign. Because the cost has gotten so affordable and you can focus your marketing at such a tight audience, the response rate for direct mail postcards is much higher than with door-to-door sales.
Postcards Are Not the Magic Bullet for Everyone
While direct mail postcards are an excellent marketing tool, they?re not for everyone. There will always be a few kinds of products and services that require a door-to-door sales approach. So don?t think postcards can automagically replace sales for your products. Be smart, but consider the advantages postcards bring and try implementing a new campaign.
Effective Techniques for Marketing with Postcards
The first step to effectively marketing with your postcards is to create postcards that are visually appealing. Make sure that the content on the postcard gets straight to the point, makes sense, and includes a call to action. The postcards should also include your logo and other brand elements so that people will be able to connect the postcards with your business.
Instead of using postcards on their own, use them in conjunction with online marketing techniques. Create a campaign that includes email marketing, social media blasts, and printed postcards. On your postcards, include a QR code or URL that leads consumers to a landing page you have created specifically for that campaign. Of course, always include your website URL and possibly social media information on your postcards to help customers make that connection between your online and offline presence.
You can either mail postcards directly to customers, as mentioned before, but you can also market them out of the home, meaning you can place them in different stores, hotels, airports and other areas where tons of people frequent on a daily basis. You can also send them out to people based on specific demographics, such as location or relationships status, which would help you increase the chance of gaining new business.
If your door-to-door sales seems to be suffering, try starting with a small printed postcard campaign directed at a small group of targeted consumers. In conjunction with online marketing, direct mail postcards can be even more powerful, so also include online efforts for your campaign. Check your results of your test, see what worked and what didn?t, make changes, and try again. Before long, you may find that you have a highly effective marketing method that greatly out-performs the ancient practice of door-to-door sales.

Redskins quarterback Robert Griffin III practiced fully on Friday and it looks like he will be in the lineup for Sunday?s game against the Vikings.
Griffin III has not experienced any setbacks in his recovery from a concussion, although he still must go through another round of tests before he?ll be cleared to go this weekend. After practice, Redskins coach Mike Shanahan said he didn?t know if the team would list Griffin as probable or questionable while making it clear he was planning on having Griffin in the lineup.
?That?s what we have doctors for. Doctors make those decisions, we don?t,? Griffin said, via the Redskins website.? ?That?s why we run all these tests. But why would you not let somebody play if he?s felt good right at the end of the game [and] every day until now??If he has these tests after practice today and all of sudden he?s not feeling good or something?s wrong, obviously we?re not going to take the chance.?
The Redskins decided to go with questionable, which makes sense given the possibility that something will go wrong. Unless it does, Griffin will be in the lineup. Whether he?ll be able to throw to Pierre Gar?on is another question, though.
Gar?on is questionable with the foot injury that?s been hampering him for several weeks. He was able to practice fully on Thursday and Friday, but Shanahan said that it limited him on Friday.
?It?s lingering for sure,? Shanahan said, via Rich Tandler of CSNWashington.com. ?It was enough where he didn?t take many reps today. It?s painful and that?s why we sat him out. It?s tender and it?s still sore. It?s a pain issue, but it?s sore enough where he can?t push off all the time.?
We probably won?t know on the receiver?s status until Sunday morning, which is when we?ll get the confirmation on Griffin as well.

The reliability of follicular unit extraction is not guaranteed by thee specialist and there is a very small quantity of follicular unit extraction specialist while majority are fake dealers of hair transplantation. Even those who expertise this process cannot guarantee the 100 percent success of the process. The main reason for the success of this process is the survival of follicular units which are extremely sensitive and they can die within small time period after their extraction if there is something wrong, left or bad luck. MOSCOW (Reuters) - Russia said on Friday that no weapons were aboard a Syrian civilian jet grounded by Turkish authorities on Wednesday and the plane had been carrying a legal shipment of radar equipment.
"We have no secrets." Foreign Minister Sergei Lavrov said in a statement provided to Reuters by Russian state television.
"There were, of course, no weapons on the plane and could not have been any. There was a cargo on the plane that a legal Russian supplier was sending in a legal way to a legal customer," he told Russian state television.
Turkey's prime minister said on Thursday that the plane forced to land in Ankara en route from Moscow to Damascus on Wednesday, and later released, had been carrying Russian-made munitions destined for Syria's armed forces.
Syria's military and allied militia have killed thousands of civilians during a 19-month-old uprising that began with pro-democracy protests.
Lavrov said the cargo in question was "electro-technical equipment for a radar station", adding that it was of dual military-civilian use but was "not prohibited by international conventions".
"Shipping such a cargo on civilian aircraft is an absolutely normal practice," he said.
Lavrov said the supplier, which he did not name, would demand the return of the equipment "which is its property".
He said Russia was awaiting an official explanation of why Russian citizens aboard the plane were not given access to Russian diplomats while the aircraft was being held in Ankara. It later flew on to Damascus but the cargo was confiscated.
Lavrov said that Turkish authorities had contacted the pilot before the plane entered Turkish airspace and proposed that he change course or land in Ankara.
Russia has drawn Western condemnation for vetoing, along with China, three U.N. Security Council resolutions aimed to pressure Syrian President Bashar al-Assad to end the bloodshed.
Lavrov said in June that Russia, a longtime supplier of arms to Assad's government, is not delivering offensive weapons to Syria, and President Vladimir Putin said it is delivering no weapons that could be used in a civil conflict.
